Two Individuals Connected to Private Driving Schools Arrested in Driver License Fraud Investigation Led by Miami-Dade County Tax Collector Dariel Fernandez and the Miami-Dade Sheriff’s Office

Miami-Dade County Tax Collector Dariel Fernandez today announced that two individuals have been arrested following a coordinated investigation between the Miami-Dade County Tax Collector’s Office, the Miami-Dade Sheriff’s Office, the Miami-Dade State Attorney's Office, and the Florida Highway Safety and Motor Vehicles into an alleged scheme to help individuals improperly obtain Florida driver licenses through fraudulent testing information.

The Tax Collector’s Office identified information that raised serious concerns while working to combat appointment scalping and other abuses of the driver licensing process. The office immediately referred that information to the Miami-Dade Sheriff’s Office, prompting a criminal investigation.

The investigation uncovered allegations that individuals associated with private driving schools submitted falsified test results or scores, potentially allowing applicants who had not satisfied Florida’s testing requirements to obtain valid driver licenses.

The individuals arrested were identified as Luis Vidal, affiliated with Millennium Traffic School Corp., and Daniel Delgado, affiliated with Amigos Traffic School Inc.

Law enforcement obtained arrest warrants for the two individuals connected to the alleged activity. Investigators continue to determine whether additional individuals, including possible intermediaries or brokers, participated in the scheme.

“When our office identified information that raised serious concerns, we acted immediately and brought it to the Miami-Dade Sheriff’s Office,” said Miami-Dade County Tax Collector Dariel Fernandez. “Since that moment, our offices have been closely coordinating, sharing information, reviewing records, and following the evidence wherever it leads.

“Our Enforcement Team plays a critical role in protecting the integrity of the services we provide. Now that the Office of the Miami-Dade County Tax Collector oversees private driving schools, we are committed to ensuring that they operate in full compliance with the law. We will not tolerate fraud, misconduct, or any attempt to undermine the integrity of the driver licensing process. Anyone who engages in fraudulent activity will be investigated and held accountable.

“A driver license is not something that should ever be obtained through a shortcut, a back door, or a fraudulent test result. The public deserves confidence that every person issued a Florida driver license has met the requirements established by law. We are now conducting a comprehensive review of driver license transactions involving private driving schools. If anyone attempted to manipulate this process, we will uncover it and work with our law enforcement partners to hold them accountable.

The Miami-Dade County Tax Collector’s Office is launching a comprehensive audit of driver license transactions involving private driving schools. The review will examine testing records, identify irregularities, and refer any evidence of potential criminal activity to the appropriate law enforcement agencies.

The Office remains committed to protecting the integrity of Florida’s driver licensing system through strong oversight, proactive enforcement, and close collaboration with law enforcement partners. Ensuring that every licensed driver has lawfully met the requirements established by the State of Florida is essential to protecting public safety and maintaining public confidence.

The investigation remains active. Additional information will be released in coordination with the Miami-Dade Sheriff’s Office and the Office of the State Attorney as appropriate.
